إعلان مراكش
ضد قمة الحلول الزائفة، من أجل بدائل حقيقية
تحافظ على التوازنات البيئية وتضمن العدالة المناخية ومن أجل مستقبل مستدام وعادل
للشعوب

نحن
التنظيمات والحركات الاجتماعية، الديمقراطية والتقدمية
المحلية والقادمة من مختلف القارات، المناهضة لما تتعرض
له البيئة من تدمير متواصل، المتابعة للدورة 22 لمؤتمر الأطراف في اتفاقية الأمم
المتحدة حول التغيرات المناخية، المنعقد بمراكش من 07 إلى 18 نونبر 2016، والذي
يعتبره المنظمون "مؤتمرا للعمل" أو "مؤتمرا للزراعة"؛
وبعد
تتبعنا لمسار تحضير هذه القمة ووقوفنا على السياق الذي تلتئم فيه، فإننا نسجل
ونعلن ما يلي:
1-
انعقاد هذا المؤتمر
في سياق دولي مطبوع بالهيمنة الإمبريالية والرأسمالية وهي الهيمنة التي أدت إلى
تسييد نمط إنتاج وتوزيع وقيم استهلاك أوصلت الأرض إلى وضع بيئي خطير، تقود الكوكب
إلى كارثة محتومة بسبب استمرار ارتفاع درجة حرارته إلى مستوى ينذر بتدمير مقومات
استمرار الحياة البشرية؛
2-
استمرار هيمنة الشركات
الكبرى الملوثة مدعومة بالدول المصنعة وحلفائها التابعين، على سيرورة اتخاذ القرار
خلال هذه القمة على غرار سابقاتها، مما سيجعلها مناسبة جديدة لإصدار توصيات وقرارات
غير كافية وغير ملزمة وآليات مزيفة هدفها الالتفاف على مطلب إقرار العدالة
المناخية الفعلية؛
3-
اعتبار مقاربة قمة
مراكش لموضوع العدالة المناخية قاصرة عن تفادي سيناريو الكارثة، نظرا لارتهانها
لمصالح مجموعات الضغط الهادفة إلى حماية مصالح وأرباح الشركات الكبرى والبلدان
الملوثة؛
4-
اعتبار عجز المنتظم
الدولي عن إصدار قرارات تؤدي إلى الحد من ارتفاع حرارة الأرض إلى مستويات مقبولة، دليلا جديدا على عجزه وعلى وجوب تغيير طرائق عمله وتحريره من قبضة الدول ومجموعات
المصالح الدولية التي تتحكم في قراراته بقدر يمنع قيام العدالة المناخية؛
5-
اعتبار تفاقم
معاناة الشعب الفلسطيني من استنزاف موارده الطبيعية، واحتلال أراضيه وسرقة مياهه، والتحكم
في غذائه من طرف الكيان الصهيوني، دليلا قاطعا على دور الاستعمار في تخريب البيئة
وتبديد مقدرات الشعوب. وبهذه المناسبة نساند كفاح الشعب الفلسطيني من أجل استرجاع
موارده وأراضيه المحتلة وتقرير مصيره عليها، ونطالب بتعويض كل الشعوب التي عانت
من تخريب بيئتها وسرقة مقومات رفاهها في
فترات احتلال بلدانها، باعتبار ذلك "دينا اقتصاديا وإيكولوجيا" في ذمة
الدول المستعمرة؛
6-
لذا فإننا نعتقد بأن
البدائل الحقيقية هي تلك التي بإمكانها أن تحافظ على التوازن البيئي، وتحقق رفاه
البشرية خارج منطق الربح والنمو الرأسمالي، مما يتطلب:
أ-
ربط العدالة
المناخية بالعدالة الاجتماعية، مع ضمان كافة حقوق الإنسان وإقرار المساواة الفعلية
بين الجنسين؛
ب- بدائل
تقدمية، سياسية واقتصادية واجتماعية وثقافية، تقوم على مبدأ وحدة الإنسان والطبيعة
والقطع مع نظام الإنتاج والتوزيع الرأسمالي الباترياركي، وتضمن حق الشعوب في تقرير
مصيرها في كافة المجالات؛
ت- تمكين
الشعوب من حقها في السيادة على مواردها الطبيعية وحقها في السيادة على الغذاء وعلى
سبل ووسائل إنتاجه في إطار إصلاح زراعي شامل وديمقراطي يقوم أساسا على ضمان حق
الفلاحين والفلاحين دون أرض في الولوج إلى الأرض والماء....؛
ث- إقرار قوانين دولية ووطنية
قادرة على ردع الحكومات والشركات الملوثة وضمان حقوق كافة المناطق والفئات المتضررة من الآثار المدمرة الناتجة عن الاحتباس الحراري؛
ج-
وقف استخراج مصادر
الطاقة الأحفوري لدورها المؤكد في رفع درجة حرارة الأرض، والتراجع الفوري عن
المتاجرة بالكربون التي تشكل غطاء لمواصلة الاجهاز على حقوق شعوب دول الجنوب وخاصة
الطبقة العاملة والفلاحين الصغار والنساء والمهاجرين والشعوب الأصيلة.
إننا
نحن التنظيمات والحركات الاجتماعية الديمقراطية الموقعة على هذا الإعلان، إذ نعرض
لما تقدم، فإننا نعتبر فرض هذه البدائل وغيرها من الحلول التي تقوم على القطع مع
المنطق الرأسمالي السائد وجشعه، لا يمكن أن يتأتي إلا من خلال النضال الأممي
والمحلي الوحدوي الكفيل بترجيح موازين القوة لصالح الشعوب.
وعليه
فإننا ندعو جميع القوى المناهضة لتدمير البيئة ولكافة أشكال الغطرسة الإمبريالية
لتشكيل جبهة عالمية موحدة، غايتها مواجهة تداعيات هذه الهيمنة على كافة المستويات
والتصدي لآليات تحكمها المالية والاقتصادية والسياسية في القرار الاممي وفي مصير
الشعوب؛ ومن أجل فرض الحلول والبدائل الحقيقية التي تشيد عالما بدون متاجرة في الكربون
وبدون فقر وبدون استغلال، وتمكن الشعوب من تنمية مستدامة وعادلة.

Marrakech
Declaration
Against the
Summit on false solutions and with the aim of obtaining real alternatives that
help preserve environmental balance and that recognise climate justice so that
the peoples can benefit from fair and sustainable development.
We, the
democratic and progressive social movements and organisations that fight
against the constant attacks on the environment, whether based locally or
coming from all continents, are closely following the progress of the
Conference of the Parties (COP 22) held in Marrakech from 7 to 18 November
which its organisers consider to be a ‘working conference’ or even ‘a
conference for agriculture’.
We have closely monitored
the preparatory process ahead of this Summit and have come to understand the
context in which it is taking place. Based on this, we have drafted the
declaration below:
1.
This
conference is held in an international context dominated by the tyranny of imperialism
and capitalist hegemony imposed on production and distribution means as well as
consumer values. All this has meant that the Earth is now in a dangerous environmental
position, and the planet is heading towards an unavoidable catastrophe. This is
because the temperature on Earth continues to rise to such an extent that the
elements necessary to ensure the survival of humanity may be forever destroyed;
2.
As a
result of the continuous domination of major polluting actors, whether states
or corporations, and the decisions adopted during this Summit, as has been done
in previous summits, inadequate and non-binding recommendations are made and mechanisms
that ignore our demands for the application of true climate justice are
implemented;
3.
We believe
that the approach employed at the Marrakech Summit in terms of climate justice is
inadequate and unable to prevent this impending catastrophe. This is because it
favours lobby groups that seek to protect the interests and profits of polluting
multinational companies and countries;
4.
It is only
by implementing real alternatives, and by stepping away from the dynamics of
profit and capitalist growth, that we will be able to ensure environmental
balance. To achieve this, we must:
a)
Link up
climate justice with social justice while safeguarding human rights and
ensuring true equality between women and men;
b)
Adopt
progressive alternatives, whether at the political, economic, social or
cultural levels, that are based on the principle of unity between humanity and
nature so as to put an end to the existing capitalist and patriarchal
production and distribution systems. We have to protect the peoples’ right to
self-determination across all sectors and areas;
c)
Enable the
peoples to regain their sovereignty over their natural resources, food, and
production means within a framework of comprehensive and democratic land reform
that enshrines the right of landless peasants to have access to land and water…;
d)
Develop domestic
and international laws and regulations that keep polluting countries and
companies at bay in order to safeguard the rights of all persons and regions affected
by the devastating effects of climate change;
e)
Stop the
extraction and exploitation of all forms of fossil fuel for energy purposes as
this plays a major and clear part in increasing temperatures on earth. Stop
carbon trade at once since this is nothing but an excuse to continue to undermine
the rights of the peoples in the countries of the South, particularly affecting
the working class, small-scale farmers, women, migrants and indigenous peoples.
We, the
democratic, social movements and organisations, have signed this declaration.
We believe it is necessary to impose these alternatives as well as other
solutions to break away from the greedy, ruling capitalist logic. These solutions
can only be put into practice if we unite in the struggle at the local and
international levels to restore the balance of power in favour of the peoples.
We call upon all actors fighting against the destruction of the environment and
against all forms of imperialist dominance to join forces through an
international united front so that we can tackle the consequences of this
dominance, and reject the financial, economic and political control mechanisms
that affect international decision-making and the fate of the peoples. Therefore,
we must impose real solutions and alternatives to build a world free from carbon,
poverty and exploitation, and to enable the peoples to benefit from fair and
sustainable development.
